The Healthcare Pricing Office (HPO) plays a central role in providing leadership for and management of activity based funding (ABF). This is a funding model for hospital care for inpatient and day-case services.
HPO Teams
The following are some of the teams working in the HPO in collaboration with acute hospitals in Ireland and the Health Service Executive.
Data Analytics
HPO Analytics are responsible for all data analysis performed in the HPO, including ABF Modelling, DRG Price Setting, ABF Developments and Annual Reports.
HIPE Clinical Coding
The Clinical Coding Support Team in the HIPE Unit provides data quality, audit and training to all HIPE Coders in Ireland.
Costing
Specialty Costing and Patient Level Costing are key functions of the HPO. The Costing team are managing these key datasets.
Help & Support
The smooth running of the HPO is maintained by a number of key personnel who ensure the efficient running of day-to-day operations.
NPRS
The National Perinatal Reporting System has as its principal aim the provision of national statistics on perinatal events.
Software Development
The HPO provides a number of software products. Its software development team are responsible for the provision of these.

The Activity Based Conference takes place annually. The conference is an opportunity to showcase ABF developments in Ireland and internationally. The Healthcare Pricing Office (HPO) provides training for all personnel involved in HIPE clinical coding throughout the Irish hospital system. Training for HIPE clinical coders is delivered in combination with on-the-job experience, mentoring and training within a Hospital HIPE Department. HIPE clinical coders/HIPE staff must be nominated by their hospitals to participate in this training. The HIPE Portal software is developed in-house by the HPO software development team. This team also offers training to end users of the software.
The HPO offer patient level costing (PLC) training in conjunction with the vendor, PHS. This training is mainly for hospital finance personnel.
HPO offer ABF training when there is sufficient demand. Please keep an eye on this page for future sessions.
