(Even then there's a disconnect between talking about journals to publish in, and doing the heavy lifting to improve the paper enough to do that.)

Assumes meetings are happening in an office, rather than, say, an open lab.

Assuming the PI/supervisor is your advisor, then I think an additional frame challenge is: You should be able to go to that person for advice about publishing and authorships and whatnot, even though they're not (and probably shouldn't be) on the author list. But you're at the stage you can and should start to navigate these issues with minimal support.

If the OP is so deep in the weeds that they need help forming a plan to get up to speed or to modify the project to an appropriate level, it is the PI that I would suggest they ask. But in this case, the PI seems unable or unwilling to address that very issue.
