I'm currently a master student on Fundamental Mathematics at Université Pierre et Marie Curie, in Paris. I'm doing my master disertation on Information Topology, a new insight developed by Daniel Bennequin to understand better information theory through topological ideas, specially homological algebra, as one defines homology groups associated to structures of information.

Formerly, I studied Mathematical Engineering at Pontificia Universidad Católica de Chile. There I researched on random graphs and stochastic metastability.

I enjoy literature, philosophy, music (specially rock, jazz and classical) and food, of course haha

You could follow the examples of papers published here: tandfonline.com/journals/uexm20/… depending on the relevance of your conjecture and your computations, you could publish your results there too

The optimization problem is trivial: it is minimized when $t = ||A||_{OP}=||A||_2$. Hence, in your code, the numerical computation of the norm is performed by the Python function numpy.linalg.norm (numpy.org/doc/stable/reference/generated/numpy.linalg.norm.‌​html). The answer gives no clue about the implementation of this function.
