G.P. Miller, a Black physician in Michigan, wrote to the Secretary of War on 10/30/1861, wishing to raise a regiment of free Black men to fight for the Union (“sharp shooters preferred”). The War Department declined his offer.

The letter asks the Michigan Senators to support a bill introduced by Congresswoman Jeanette Rankin calling for an investigation "concerning the brutal treatment of the suffragists” imprisoned in the Occoquan Workhouse in Virginia.
