Turtles and tortoises symbolize protection and safety thanks to their famously hard shells. As the only order of reptiles to possess a shell (and the strongest among all shelled tetrapod vertebrates), turtles favor their defensive carapace as a non-lethal Natural Weapon against predators instead of combat-oriented traits like fangs and claws. So, whether the turtle is present or not, the shell lends itself to the association of turtles with shields and defensive weapons.
The concept of a turtle shield stretches back to early tribal civilizations, where turtle shells were gathered as makeshift shields before the development of wood and metal shields. Fiction may favor depicting the protective carapace in two forms: a shield or a shield-like weapon with incorporated testudinal motifs, or a turtle/turtle-like character with heightened defenses to protect themselves and/or others. Both forms can be used together and have the option of shells Made of Indestructium.
Characters who possess turtle shields may rely on their shield over all stats to the degree they're a Stone Wall, though not always. Some examples may also opt not to portray the shell as a physical object, but the image instead to symbolize protective forces at work in case the danger is abstract.
Since turtle shells are common tools found in nature, turtle shield imagery often makes a good thematic match for Lizard Folk and merpeople across different fantasy settings.
