A major milestone for the Concept Plus ILER team. The team has been recognized with a 2026 Service to the Citizen® Award for its work advancing the Individual Longitudinal Exposure Record and supporting the DoW and VA mission. ILER plays a critical role in making military exposure information accessible and reliable for the people who depend on it, including Service Members, Veterans, healthcare providers, epidemiologists, and benefits adjudicators. The scale of the ILER mission is significant: today, ILER supports more than 12.5 million Service Members and Veterans, processes 130,000 transactions each day and 2.5 million each month, and maintains 99.92% system availability. We also congratulate the DHA ILER Program Office on its recognition on the Government side, and Mr. Steven Jones, ILER Sponsor, on receiving the 2026 Service to the Citizen® Lifetime Achievement Award. Concept Plus welcomes Raymond Okeke as Senior Vice President, Health & Civil Sector. Raymond brings 20 years of experience across government contracting, federal health IT, and critical infrastructure. His work includes leading the $4.3B MHS GENESIS deployment across 3,200 locations, bringing one of the Department of Defense's most significant health IT modernization efforts through deployment and transition to operations and sustainment. Raymond will lead the team delivering for our federal health and civilian clients, focused on strengthening the work we do for current customers and extending our reach into new agencies. A retired U.S. Air Force Chief Master Sergeant (E-9), Doug’s 30-year career reflects a deep commitment to driving mission-focused cyber and enterprise IT capabilities.
