I am trying to use curve modifier and array modifier but it always causes issues, I have applied transformation and made sure curve radius set to 1 but it always causes some kind of problem so what is the real issue?enter image description here PS: the empty in the file is for making different chains in verticals positions

Reset to default

First thing disable the Relative Offset as you've chosen Object Offset, apply the scale of your mesh object, and switch your curve to Edit mode and in the N panel bring back the Mean Radius to 1:
