What if we already had what we need to start putting an end to plastic pollution? WWF's latest analysis shows that countries backing strong treaty measures account for 20-41% of global plastic demand. That is well above the 10-20% threshold needed to shape how plastic is designed, produced and sold. It can create the conditions for a global market transition. That should give us confidence. An effective majority-led treaty is possible. This does not mean abandoning multilateralism. It means returning to its core purpose: helping countries tackle shared global challenges, while leaving the door open for others to join. Seeking consensus without giving due weight to the majority will not deliver the treaty people and nature need. If negotiations produce only voluntary national actions, the status quo will remain. Plastic pollution will keep escalating. Countries must use all available multilateral pathways to secure binding common rules on harmful plastic products. Without such rules, the treaty risks becoming symbolic rather than transformative. History shows that multilateral environmental agreements work when ambitious countries lead. The plastics treaty is a chance to return to basics for environmental multilateralism. Willing countries already have the power to create that tipping point. We don't need everyone to act before we can end plastic pollution. WWF's latest analysis shows that countries already backing strong global rules represent 20-41% of global plastic demand.
