Not really true... Ex: "est-ce que tu viens avec nous samedi ? - oui, je serai là". "Etre là" means "being around, being present", whereas "être ici" would rather point to the specific location of the speaker (ex: "Je cherche Pierre, où est-il ? (Pierre lève le bras) je suis ici !")
