This is how English cursive works, how German cursive works, and how the Modèle A script works. The question is: does the same prescription hold for Modèle B? Unless you've learned or taught using Modèle B, which it seems a vanishingly small number of people have, I don't know whether you have enough knowledge to answer this question.
