feat!: consolidate TRON skills and remove Twitter skills

Summary

• Consolidate generic TRON permission, token, and staking guidance into wallet-cli.
• Remove the superseded multisig-permissions, trc20-toolkit-skill, and trx-staking-skill directories.
• Remove Twitter skills from this DeFi-focused collection.
• Pin affected runtime CLI dependencies and preserve critical approval, staking, voting, and permission safety guidance.

Repository-wide version changes are intentionally deferred to the future release_vX.Y.Z branch, per BRANCHING.md.

Supersedes #70, which targeted main from a non-compliant chore/* branch.
