Clustering Step 4 to include post clustering filtering #25

Simple feature add to allow user to filtrate clustered feature and remove low frequencies ones (AKA Singletons)

Qiime commands must be included in step script
Optionfile must include the min frequency in the Clustering section (since option already exist for step 3, make sure new option name does not collide with it)
