The 5 upvotes for https://law.stackexchange.com/a/110617 are baking my noodle, as it doesn't answer the two questions in the post. one question is the title -

What's the least maximal combination of orders for the most confidentiality, privacy, secrecy from the world?

other question is in the body -

What's the smallest combo of these orders that will furnish the absolute most confidentiality, privacy, and secrecy from the whole world?

Note that the OP has already specified that we are dealing with exceptional circumstances, so we should take it at face value that that is the case.

Instead of answering these questions, Dale looks to be "fighting the premises of a hypothetical scenario". He "just rehashes from the HRTO's website how these orders are exceptional. " But OP presupposed that the adult applicant is already in exceptional circumstances as defined and acknowledged by the Human Rights Tribunal of Ontario.
