This is not a uniform organization in the common sense of the word; it's an umbrella brand name assumed by each and every figure of armed nationalistic activism that the West has been nurturing in the Ukraine so persistently and diligently ever since 1991.
It's not an idiomatic usage, but to me it looks like a very creative use of the word.
The meaning of записываться here seems to be a mix of sense 3 on Russian Wiktionary: "to join the ranks of, to assume the identity of":

and sense 2 "to put one's name in the list":

None of idiomatic constructs would work well here. Записаться в with the accusative requires a literal organization with a roster and everything; записаться в with the nominative plural requires a noun defining an individua; записаться под именем only works with this particular object.
The closest idiomatic construct would be записаться под знамёна "to join the ranks of", literally, "to enlist oneself under the banners of", but you can't do it with a brand name either.
The author had to be creative, and this metaphor is easily understood.
