Вращаться should mean "to revolve". Could it mean "operate" in this context? The nearest meaning I can find for this is #3 in Wiktionary: перен. часто или регулярно бывать где-либо, в каком-либо обществе (в кругах, среде и т.д.)

Your assumption about #3 is correct.

In this context, the expression «вращаться» approximately (and almost precisely) corresponds to hanging out.

This is the most typical usage known from the classical literature:

Она вращается в высшем обществе.
Он вращается в таких кругах, где можно разузнать все секреты политики.

Is this usage suitable in the modern speech? Yes, perfectly suitable.
