ABSTRACT Western Research Institute (WRI), in conjunction with Western Farmers Electric Cooperative (WFEC), has teamed with Clean Air Engineering of Pittsburgh PA to conduct a mercury monitoring program at the WEFC Hugo plant in Oklahoma. Sponsored by US Department of Energy Cooperative Agreement DE-FC-26-98FT40323, the program included the following members of the Subbituminous Energy Coalition (SEC) as co-sponsors: Missouri Basin Power Project; DTE Energy; Entergy; Grand River Dam Authority; and Nebraska Public Power District. This research effort had five objectives: (1) determine the mass balance of mercury for subbituminous coal-fired power plant; (2) assess the distribution of mercury species in the flue gas (3) perform a comparison of three different Hg test methods; (4) investigate the long-term (six months) mercury variability at a subbituminous coal-fired power plant; and (5) assess operation and maintenance of the Method 324 and Horiba CEMS utilizing plant personnel.

T-6 Tower/Column Replacement
This project included the prefabrication of a replacement T-6, inspection, and turnaround planning to be completed prior to mid March in preparation for turnaround execution at the end of April. During the April/May 14 day turnaround, the old T-6 had to be cleared, cut loose for extraction, and finally lifted out of location. The new tower was fabricated and delivered to site a minimum of a month prior to the turnaround to allow for the tower to be dressed out with piping, platforms, and…
This project included the prefabrication of a replacement T-6, inspection, and turnaround planning to be completed prior to mid March in preparation for turnaround execution at the end of April. During the April/May 14 day turnaround, the old T-6 had to be cleared, cut loose for extraction, and finally lifted out of location. The new tower was fabricated and delivered to site a minimum of a month prior to the turnaround to allow for the tower to be dressed out with piping, platforms, and instruments. After the old T-6 was removed, the new T-6 with upgraded coatings, metallurgy, trays, and instruments was installed and reconnected to process.
This project was under a tight deadline, and numerous logistical issues that couldn't have been overcome with out the amazing support that I received from the Process and Production Engineers as well as the flawless execution of the turnaround.Other creators -

This project entailed installing an Ion-Exchange system from Eco-Tec to remove heat stable salts from the MDEA system. Value add Engineering of this project entailed slight modifications to the process letter tie points to eliminate the requirements for additional heat exchangers and booster pumps. After full review of this project during the initiation stages the overall project plan only encountered one miss step in the specifying of intrinsically safe instead of explosion proof instruments…
This project entailed installing an Ion-Exchange system from Eco-Tec to remove heat stable salts from the MDEA system. Value add Engineering of this project entailed slight modifications to the process letter tie points to eliminate the requirements for additional heat exchangers and booster pumps. After full review of this project during the initiation stages the overall project plan only encountered one miss step in the specifying of intrinsically safe instead of explosion proof instruments. The total number of effected instruments was minimal and the project was delivered, commissioned, and initiated on time with the budget intact.

Replace HE-1222 with material selection upgrades to account for high chlorides in the cooling water stream, re-pipe cooling water circuit to place control valve on outlet, install purge piping for the flow transmitter, and execute this in a one month window from concept to reality and a 12hr shutdown window for install. While in concept this was not a difficult project, the timing windows made this a challenging endeavor. Project was delivered early and under budget.

In this location it was extremely difficult to perform the necessary functions due to a high amount of underground utilities that were the main feed lines to the active plant. After conducting a root cause analysis, the B trains reliability was brought into question as it had experienced the same root cause. After conducting a root cause analysis, the B trains reliability was brought into question as it had experienced the same root cause. I started refurbishment of the inoperable spare that was being stored on site in parallel. The plant took a mini outage for the replacement of A train WHB. Due to practiced precision, the exchange when off well even considering the reduced duration. Shortly before the next scheduled turnaround the B train WHB failed. I was able to fast track the refurbishment of the A train prior to completion of the inoperable spare and thus financially and duration justified, we changed plans midway through. Both projects were completed on time and on budget. These are a success in my opinion due to the emergency nature and lightning fast response time that was afforded.

During this effort, a separation column was replaced with significant improvements, a heat exchanger was replaced with an entirely new design, Four heat exchangers were replaced in kind, tie-ins were installed for a MOTT filter instillation, two shift and one methanator catalysts were changed, Two waste heat boilers were changed (5 months early due to premature failure without negative consequences). Along with discoverable TA capital that was handled without timeline disruption, a total of $8M of capital work was performed during a $20M maintenance outage. Through the close work with the turnaround team and a focus on risk mitigation early on, these projects were executed on time and on budget with minimal impact to the turnaround logistics and no effect on turnaround budget.

After selecting the most cost effective solution that yielded the greatest performance a dedicated sorbent bed was chosen to be implemented in order to remove trace contaminants from a third party supply gas. After selecting the most cost effective solution that yielded the greatest performance a dedicated sorbent bed was chosen to be implemented in order to remove trace contaminants from a third party supply gas. In January of 2017 the capital funds were requested and fabrication was initiated in February of 2017. In parallel paths the evaluation and construction of the foundation was initiated. In March of 2017 the Geotechnical survey, coupled with the intent to not require confined space for construction, dictated that the foundation be placed on a piling foundation. In order to maintain schedule and with a minimized increase to the budget, helical piles were chosen to anchor the foundation. These piles were installed in a day versus the 2 weeks that would be required for slip form piles, and the design allowed for the use of four helical piles versus the nine slip form piles. The guard bed was brought online in the end of July of 2017.
Overall, this project from recognizing the issue until completion took 1.75 years, and the addition of the dedicated sorbent bed is projected to save Oxea approximately 36-60 rail cars worth of product per year in recouping potential lost sales. In this, the predicted life span of the supply gas contaminant sorbent bed is 3 years and monitoring test product quality through statistical process control (SPC) has confirmed the effectiveness of the online sorbent bed and will serve as a means of monitoring potential breakthrough.
