1@DmitrySavostyanov I haven't had a chance, but you can certainly find statements from departments explicitly stating funding uncertainty is to blame. @ÆzorÆhai-him- Perhaps, I interpret the question differently than you do. To me, "to what extent" means which part of the decline (if any) can be attributed to funding uncertainty.
