I know what a procedure turn looks like, it can either be a HILPT or a teardrop course reversal, however is a missed approach procedure that is simply a hold at the station (at the VOR for a VOR approach for example) able to be used for a HILPT? An example is the VOR-A into GIF as shown below. Is the missed approach hold at LAL able to used for a procedure turn or does this approach require vectors if coming from a direction that wouldn't permit the straight-in?

Technically no, it would not be permissible to start the approach directly at LAL when arriving from the Northeast. You would need vectors, or you would need to plan your route so as to arrive on an airway other than radials 046 clockwise to 080.

From JO 7110.65 4–8–1:

d. Intercept angles greater than 90 degrees [at the IAF] may be used when a procedure turn, a hold-in-lieu of procedure turn pattern, or arrival holding is depicted and the pilot will execute the procedure.

Strictly speaking, a missed approach hold is neither an "arrival holding" nor a HILPT. An arrival holding is depicted as an unbroken thin line, as opposed to a HILPT which is an unbroken thick line.

Now with that said... if you used plain language with the controller, they might be willing to bend the rule for you. (Or they might not even realize/remember it's against the rule in the first place.)

Tampa, N345 would like to proceed direct Lakeland VOR and do a course reversal via the published missed approach hold on the VOR-A, then proceed inbound on the approach.

They might buy off on that. Or they might not.
