G2 doesn't hand these out based on marketing spend or self-nominations. They come from verified reviews written by real users. People who actually log in, submit payroll, manage benefits, and call their HR team when something goes sideways. Earning it once means you had a good quarter. Earning it three times means the experience is consistent. That's harder to do than it sounds, especially in an industry where "your call is important to us" is still the standard. Because the issues around PEOs are becoming advisory opportunities. A few recent signals: • Payroll tax credit liability is getting more attention. NAPEO has been emphasizing clearer rules around who is responsible when payroll tax credits are claimed through a PEO relationship. Why it matters: Clients do not always understand where responsibility sits. That creates room for CPAs to advise on documentation, eligibility, and risk before a problem arises. • IRS modernization is now part of the PEO policy conversation. The industry is pushing for more modern, electronic-based filing systems and better return tracking. Why it matters: Slow, unclear IRS processes create client frustration. CPAs can help clients build cleaner payroll tax workflows and escalation paths. • Form 941-X corrections now include more specific aggregate filer guidance. The IRS instructions call out CPEOs, Section 3504 agents, and other third-party filers. Why it matters: When payroll corrections happen, the process matters as much as the numbers. For CAS-focused CPA firms, this is the opportunity: Help clients ask better questions before choosing or renewing a PEO. Who owns payroll tax corrections? How are credits documented? Who handles IRS notices? What happens if there is an amended filing? Where does the client’s responsibility end and the provider’s begin? That is real advisory work. And it is exactly the kind of work clients pay for when they realize payroll is not just payroll. Don't rely on solutions that don't solve all your needs! So many operations are relegated to HRIS-provided or spreadsheet-based Compensation focal cycle processes, and have to work within the limitations of the offerings. This can lead to a much higher risk/liability in managing the number one cost to your organization; your people.
