Can't we simply talk of 2/3 to avoid any confusion? Agreed, especially considering that even 66.66% is technically inaccurate, as is 66.66666666666%. It would be nice if the various character encodings supported a repetend symbol somehow, but since they don't, 2/3 is really the only sane way to express the requirement accurately. Agreed as well. 2/3 is the language used by the current Voting RFC.
