I've been trying to create a circular Array modifier around an Empty, but it's not working. I have tried many things, such as applying transformations and changing the origin point, but nothing has worked.

The scale of the empty and the location of the object's origin matter, and for the moment they are not correct.
To fix that, apply the scale of your empty CtrlA and put the origin of your object at the same location as the empty or at the same location as the 3D cursor as they share the same location (RMB > Set Origin > Origin to 3D Cursor).
Now you can rotate your empty on Z.
